In a personal comment on the Commission web site on what the forthcoming Cancun WTO Ministerial is about, EU Trade Commissioner Pascal Lamy maintains that with regard to agriculture the aim of the EU is to 'find a balance between market opening and preservation of a viable countryside around the world'. He notes that the EU has 'made a political choice to support its agriculture because it is not an economic activity like any other' as 'it serves purposes other than mere production', namely: conserving the environment; promoting food security; improving animal welfare. Comment: Singularly missing from Commissioner Lamy's litany of the important role that agriculture plays, justifying the high levels of public aid the EU provides, is its role as a provider of world-market priced raw materials for a globally orientated EU food-and-drink industry, which constitutes the single largest sector of the EU manufacturing economy in terms of manufacturing value added.
