CGIAR Secretariat paper discussing the establishment of a reserve fund to protect centers against fluctuations in actual as opposed to planned donor contributions caused by exchange rate variation, increases in costs from such causes as unanticipated inflation rates in host countries, and other uncertainties affecting the effective level of funding actually received in a given year. The Secretariat said it was seeking a 2.5% increase in the World Bank matching formula for this purpose, and offered to provide a specific proposal by ICW 1983, if the Group wished.
