Report of TAC 56 held in Washington DC, October 22-26, 1991, Alex McCalla presiding. TAC considered the external program and management review of ISNAR, which it generally endorsed and forwarded with comments to the CGIAR without waiting for completion of the strategic plan. The Committee revised the criteria for the King Baudouin Award. New criteria are set forth in the report, page 19. At the request of FAO, TAC also reviewed eight proposals for the Andre Meyer Research Fellowship.TAC made further comments on the draft ICLARM strategic plan, to be completed for submission to the external review panel. The Committee discussed the Winrock International report on animal agriculture in Africa, and asked for more information on global, as opposed to African, research priorities, and an analysis in depth of institutional strategies for livestock research. TAC adjusted the relative priorities for a number of crops in the draft paper on CGIAR priorities. It perceived an over-investment of resources in sub-Saharan Africa and WANA, and an under-investment in Asia.The development of a linkage mechanism between priority setting and resource allocation was one topic at a joint meeting with center directors and board chairs. A schedule was discussed for preparation of mid term plans, toward priority goals in 1998. A CGIAR Secretariat paper on center capital needs was also taken up. The joint meeting discussed a paper on System-wide issues on plant genetic resources growing out of the IBPGR external review, as well as a draft on intellectual property rights prepared by an ad hoc committee of center directors. The meeting also discussed a Standing Committee paper on information services in the CGIAR. It found the paper useful and welcomed a center directors' initiative to arrange a meeting on streamlining information services in the System.
