Report of TAC 76 held at FAO in Rome, March 22-26, 1999, Don Winkelmann presiding. (Draft approved without change.) The Committee prepared inputs to MTM99 on matters arising from the System Review: terms of reference for a review of plant breeding in the CGIAR, commentaries on CDC proposals for integrated natural resources management, policy and gender; advice to the CBC on review of systemwide programs; and proposals on TAC's own terms of reference, streamlining evaluation and integrating the IAEG into TAC.TAC considered a report by Hans Gregersen on relations between centers and NARS, with comments from the NARS Secretariat. It decided to pursue these issues, particularly relations with the private sector, universities and other institutions, in its strategic study of partnerships in the CGIAR, in collaboration with the CGIAR Secretariat.The Committee continued to examine climate change; a report on its position to be made to MTM99. The Standing Committee on Priorities and Strategies reported progress on planning the CGIAR portfolio for 2010. TAC discussed the external review of ICLARM and approved the decision to move ICLARM headquarters to Penang, Malaysia. TAC agreed with the ILRI review panel that the center should revise its strategic plan, questioned the further pursuit of a trypanosomiasis vaccine, and urged ILRI to strengthen its sociological research.TAC prepared a report for the CGIAR on center proposals for 2000, and initial proposals for 2002,. It finalized studies of commitments in Latin America and the Caribbean, and marginal lands. TAC considered streamlining both center and special reviews. Proposals from seven centers were selected for possible funding from funds set aside by the Finance Committee. TAC called for proposals from centers on production ecology and intellectual property rights. It considered an IFPRI study on rates of return to agricultural R&D.
