Report of TAC 73, held in at IFPRI in Washington, D.C., September 24-27, 1997, Don Winkelmann presiding. TAC considered center financing plans for 1998, based on a detailed review by its chairman and three members. The Committee was concerned about projected shortfalls for livestock and water management research. A number of centers were asked to submit clarifications, which would be considered in preparing the TAC Chair's report to the Finance Committee at ICW97.Phil Pardey and Stan Wood of IFPRI briefed TAC on a project to develop more rigorous approaches to setting agricultural research priorities in Latin America and the Caribbean (LAC). It considered a draft desk study for the study of CGIAR commitments in LAC, and the forthcoming assessment phase. It revised and approved the terms of reference for the study. TAC also considered a progress report from IFPRI on a TAC-sponsored study of economic returns to agricultural research and development.TAC was informed of the status and work plans of specialist panels requested by the Group on biotechnology and proprietary science and technology in the CGIAR, and arrangements for TAC members to participate in the process. TAC discussed a number of strategic issues, at the Group level and at TAC's level, on which it would like to focus attention over the coming two years. It was decided to hold a second major workshop on the CGIAR logframe at DSE in Feldafing in February 1998.The Committee endorsed the preparation of two additional papers related to the study of marginal lands research, and plans for a review of systemwide ecoregional approaches. It discussed collaboration with the IAEG in the light of discussions at MTM97.
