Report of TAC 68 held at ICRAF in Nairobi, December 4-9, 1995, Don Winkelmann presiding. TAC considered the draft report on soil and water management research, and made comments as a basis for revision of the report. The Committee reviewed the linked reports of panels on institution strengthening and services and policy and management research. It decided to consider at TAC 69 a paper synthesizing the two, and provide the package to the CGIAR at MTM96.TAC endorsed the recommendation of a report on roots and tubers research in the CGIAR, to create an informal inter-center committee. It sent the report to the Group with a commentary. The Committee worked on priorities and strategies, building on discussions at ICW95 and moving toward completion of its paper for MTM96. It approved a CGIAR Secretariat proposal for a rolling three year program planning cycle for centers to start in 1998, with TAC priorities papers every five years. TAC considered new systemwide initiatives on livestock feed and resources (ILRI, approved), coastal environments (ICLARM to develop further), water resource management (IIMI to revise), and work with small country NARS (endorsed as part of ISNAR's program).The Committee responded positively to a draft by its Chairman and the CGIAR Secretariat on improving the quality and consistency of reviews of centers. It considered that an ICLARM program expansion for Africa, to be based in Egypt, was not consistent with ICLARM's research agenda. TAC took the view that sources outside the CGIAR could supply needed international research on cotton. It approved criteria for judging the 1996 King Baudouin Award.
