Report of the twenty-first meeting of TAC, 13-20 February 1979, in Washington, DC, TAC Chairman Ralph Cummings presiding. TAC considered a secretariat draft priorities paper, revised it, and put it in final shape to be submitted to the CGIAR in May, 1979. The committee considered priorities under the four headings of commodities; production systems and their environments; factor-oriented research; and the process of accelerating the development and application of improved knowledge and technologies.After consideration of the report of the third meeting of the TAC Subcommittee on Tropical Vegetable Research, TAC endorsed that report's proposal for the establishment of a CGIAR International Center for Tropical Vegetable Research, to be forwarded as a recommendation to the CGIAR within the priority context. A TAC mission to IFPRI recommended that IFPRI be brought into the CGIAR system as an IARC. TAC agreed on condition that IFPRI relocate to a developing country and make changes in its program. Another mission recommended CGIAR financial support to IFDC, but TAC declined to support this proposal.The quinquennial review of WARDA was endorsed and forwarded to the CGIAR with TAC's comments. TAC recommended a meeting of WARDA donors to seek greater stability of funding. TAC discussed the review of ICRISAT, the first conducted under the revised terms of reference and guidelines for quinquennial reviews. This review was also sent to the CGIAR with comments, major ones addressing the organization of the Africa program, and the division of labor between Indian and ICRISAT on pigeon pea. TAC also discussed the review process, and heard progress reports on the quinquennial review of IBPGR, the TAC mission to ILCA, and the stripe review of off campus activities of centers.
