CGIAR Mid Term Meeting, The Hague, May 22-25, 1990: Summary of Proceedings and Decisions

Summary report of the mid term meeting of the CGIAR held in the Hague from May 22-25, 1990, with the previous day devoted to learning about agricultural research activities in the Netherlands. David Hopper handed over the chair of the Group to Wilfried P. Thalwitz. The Netherlands Minister for Development Cooperation, Johannes Pieter Pronk delivered the opening address (Annex 2). The Group endorsed the criteria and process being used by TAC in its review of non associated centers being considered for possible incorporation into the CGIAR System, presented in detail by TAC Chairman Alexander McCalla. TAC's proposals for incorporating forestry and agroforestry into the CGIAR's research mandate were discussed at length, particularly the implications for ICRAF. TAC was invited to prepare a comprehensive paper on forestry options for ICW. The Group noted issues raised in a TAC paper on future modes of operation of the CGIAR.The CGIAR endorsed the external program and management reviews of CIAT, CIP, and IITA. It heard an interim report of the review of the 5 year resource allocation process put in place in 1987. Nyle Brady reported on the negotiations of a memorandum of understanding with FAO and the question of the headquarters location for IBPGR. Given the broad support for proposals in a report by Susan Poats on gender issues in the CGIAR, TAC and the CGIAR Secretariat would collaborate with the center directors to produce a strategy paper on this subject. Selcuk Özgediz presented a paper on management practices in the CGIAR. The Group endorsed the themes and suggestions contained in the final report of its Committee on Sustainable Agriculture. It heard a report from the center directors on biotechnology in the CGIAR centers, and one from the CGIAR task force on biotechnology.
