External program and management review of ICLARM conducted between November 1991 and January 1992 by a panel headed by Laurence D. Stifel, as part of the process of considering ICLARM for CGIAR support. The document contains a transmittal from the TAC Chairman and CGIAR Executive Secretary, TAC comments, the ICLARM response, and a transmittal from the panel chair.The report provided a history of ICLARM, a description and comment on its organization and management, and an assessment of the ICLARM strategy. Under the latter heading it discussed inland aquatic systems, coral reef resource systems, coastal resource systems, support to national research, and the role of social science.Having reviewed this report, and ICLARM's draft strategic plan (not included in the collection) TAC recommended unconditional adoption of ICLARM by the CGIAR. TAC recognized that in order to succeed within the system, the center would need to implement many of the recommendations of the review and suggested interim monitoring of progress. TAC and the CGIAR Secretariat noted that an increase in resources for ICLARM would be required, and that adopting ICLARM implied that such an increase would be forthcoming.Agenda document at TAC 57 and the CGIAR Meeting in May 1992.
