Institutional Options for Entry of Forestry into the CGIAR System

Paper by the TAC Forestry Panel on institutional options for incorporating forestry into the mandate of the CGIAR. Five options are described and analyzed. Two involve restructuring the CGIAR System to create regional agroecological centers, with or without a central forestry/agroforestry focal point. One proposes three regional forestry research centers, not responsible for agroforestry. The remaining two suggest a central forestry research institution focused on trees as a commodity, operating through contract research and networking, either with or without a research capacity of its own. The paper includes a summary of three options suggested earlier (Annex I), a summary of comments received on those options from fifty experts consulted (Annex II), and the panel's own views on each of the five options now put forward (Annex III).There is a separate paper addressing institutional options for agroforestry.Agenda document, TAC 51.
