Swaminathan stimulated by the rising cost and feared scarcity of chemical fertilizers caused by the energy crisis, and the possible effect of these developments on the productivity of small farmers in developing countries. Swaminathan proposes that TAC investigate various methods of improving soil fertility by using organic sources, such as recycling human and animal wastes, fast growing trees, improving nitrogen fixation by plants, and developing integrated crop and animal systems.
