External program review of ICRISAT conducted by a panel chaired by Paul Vlek. The document contains a transmittal letter from the Interim Science Council Chair, Emil Javier, the iSC commentary, the ICRISAT response, and a transmittal letter from the review panel chair. The panel found that ICRISAT had reached a defining moment in its evolution and needed to establish a new long-term vision and structural straegy that would: consolidate its gains in Asia as it shifts Asia work to strategically supporting the rapidly growing strength of NARS in Asia; and strengthen and redirect its focus on the challenges of Sub Saharan Africa. The nine recommendations made by the review panel were endorsed by the interim Science Council. These nine recommendations are found in their entirety in the introduction of the report.
